Fuse panel 3 has zero voltage to any of the 5 amp fuses??

Thank you for your reply, voltage test with meter shows all wires with zero voltage. There are two wires larger that are color coded white with light purple type stripe which looks to be able to hold more current. Followed them forward to dash area and test still show zero voltage through insulation test too?? It seems where the panel 3 in center console gets original power is possible source???
