Jenny, as far as being loose.....
The switch is held firm in the chrome housing by a small set-screw. Likely the fix will simply be to remove the housing so the set-screw can be tightened.
As for being partially inoperative, well, checking connections as mentioned is as good as place to start as any. The connectors in the mirror wiring are not very good.
