Noticed some sideways play in my front wheels after jacking up the front end. Pulled the wheels and found the steering rack mounting plates where floating around when I moved the hubs. The rubber is good but the outboard two bolts on the end of the plate where pretty useless. There were bushings in the two bolts on the drivers side and none on the other. The two bushings that were there were useless as they were only.450" in diameter and the hole in the mounting plate is. 648" so the bushings just slid through the hole. The bolts are 5/16"NF and appear to be proper size as they just fit through back plate.
Should there be bushings here at. 648" that go through the hole and allow some movement or should there be spacers that allow the bolts to lock the plate down tight???
Drawings show nothing and I don't know how to mount these properly.

Those holes are designed in, if the rubber were to separate you would still have some control of the steering
