How can one determine if the engine head is the original with the head # and Vin #, and where on the frame of a 1966 XKE is the number one needs to see if it matches the Vin#? I also found a drivers' side engine block #

Generally, the VIN number of the car is stamped on the top flat portion of the "picture frame", on the right side, near where the shock absorber mounts. If your car has been re-spray, it is likely to have been covered up. You will have to sand the paint down to the metal to expose this number. If your frames are original, then you should plainly see this number. If I recall correctly, there was also an aluminum tag pop-riveted in the rear license plate panel which I believe also had this VIN number, but these usually corroded away very quickly.

I haven't checked, but the location of these numbers are probably mentioned in the Series-1 E-Type Judging Guide.

in my 1965 S type, the engine number is:

1) punched on the firewall/bulkhead Plaque or "Plate" where all the numbers are.

2) that number should match the Cylinder Head Number located at the front "valley", near the front spark plug, the number punched on the cylinder head would face the driver if you're sitting in the car.

3) the Block number in a 3.8 engine will be on the left side of the block, facing UP, (passenger side in a LHD car), right next to the oil filter "Head", the aluminum oil filter casting bolted to the block.
That number should also match the number punched on the firewall Plaque and the cylinder head.

The Body number in my S type is also located on the Plaque, and behind the rear bumper, hidden from view. Don't know where the E-type's body number would be.
