JCRC REVISED CHANGES TO RULE BOOK CHAPTER 2
Following substantial JCNA Concours Forum comment, research, and input from diverse sources, the JCNA Judge's Concours Rules Committee (JCRC) has revised its proposed changes to Chapter 2 of the JCNA Concours Rule Book. The complete Chapter 2 proposal is posted for viewing or download on the
1. Daimler eligibility has been generally clarified and their specific eligibility is listed for classes within Champion, Driven, and Special Divisions.
2. "Street Legal" requirements are identified.
3. Circumstances of "Owner Incapacitation" and "Ownership Change" are briefly addressed.
4. Unofficial "Display Division" is defined and participation encouraged.
5. Redundant "Protest procedures" have been deleted from Chapter 2. (They are also in Chapter 4.)
6. "General Sprit" statements are now included describing the intent of each Concours Division. The Champion and Driven Division statements emphasize authenticity within their classes and address the alteration and /or enhancement of original finishes and surfaces. A new Special Division has been added to accommodate competition, limited production and modified Jaguars as well as replicas.
7. Champion Division Class changes:
a. Competition Class 15 and Special Interest Class 16 have been moved to the new "Special Division", classes S1 and S3 respectively.
b. Class C6 now specifically includes Series 1.5 E-types.
c. Class C10 will now combine Series 1 and 2 XJ6 and XJ12 Saloons and Coupes (1968-1979)
d. Class C11 will be for Series 3 XJ6/12 (1979-87) and Non-US Series 3 XJ12 (1979-1992)
e. Class C12 will be for XJ6/XJ40 (1988-94), XJ12/XJ40 (1993-94) and XJ6/X300 (1995-97)
f. Class C13 will be for XJ8/X308 (1998-on) and XJ8/X308 Alloy (2004-on)
g. Class C14: XJS
h. Class C15: XK8
i. Class C16: S-TYPE Sedans (1999-On).
j. Class C17: X-TYPE Sedans (2002-On).
k. Class C18: Preservation
8. Preservation Class, C18, scoring plateaus for First, Second and Third place awards, have been made the same as the rest of Champion Division.
9. Driven Division Class changes:
a. Classes D1 thru D6 unchanged except for Daimler specifications.
b. Class D7: XJ6 (XJ40) Sedans (1988-94), XJ12 (XJ40 1993-94); XJ6, XJ12, XJR (X300 1995-97)
c. Class D10: XJ8 and XJR Sedans (X308 1998-On), XJ8 and XJR Sedans (X350 Alloy, 2004-On)
d. Classes D8 and D9: unchanged.
e. Class D11: S-TYPE Sedans (1999-On), X-TYPE Sedans (2002-On)
10. Driven Division Authenticity exceptions:
a. Driven Division Entrants will be allowed the following authenticity exceptions without penalty:
1) Use of other than the original type or size tires on the car's original wheels or original style, wide wire wheels. Road tires must be of matching size and manufacturer.
2) Chrome plating or polishing the original alloy wheels.
3) Contemporary radios, tape or CD players installed in their original radio mounting space, utilizing the original speaker locations and external housings.
b. Driven Division Championship Eligibility in Consecutive Years has been changed to read:
The First Place North American Driven Division Championship Jaguars are encouraged (but not required) to step up to the Champion Division.
11. Special Division General Spirit:
Special Division is intended for factory and non-factory-prepared competition and limited production Jaguars; production Jaguars privately prepared for competition; modified production Jaguars and Jaguar powered vehicles with replica Jaguar bodies. The interiors, exteriors, engine compartments and boots of Special Division cars are judged ONLY for condition and cleanliness, NOT for authenticity.
(Note that ALL cars entered in Special Division, including Class S3 Modified (formerly Class C16) will have their Interiors, Exteriors, Engine Compartments and Boots judged for condition and cleanliness.)
12. Special Division Classes:
S1: Factory-produced and prepared Competition Jaguars, Factory-sponsored Competition and Limited Production Jaguars.
S2: Production Jaguars privately prepared and modified for competition.
S3: Modified. Note 3.
S4: Replicas (non-production, Jaguar powered)
Note 3: Class S3 (Formerly Class 16)
This class is for production (Jaguar powered) vehicles, of any year and model, that have been substantially personalized, modified or customized. Cars in this class must be street legal. (Ch.II, 1.A.6). In order to qualify for entry into this class, the entrant must present the Chief Judge (see Rule Book Forms section) a listing of a minimum of 35 points of deductions for judged items on the car that would normally be found to be Non-Authentic. Those items may NOT include the authenticity exceptions currently allowed in Driven Division (i.e. tires, updated Radios, CD players and wheel plating/finish).
13. Several topics, originally located in other parts of Chapter 2, were grouped together, as Section 5. These topics are considered more appropriate for Chapter 4 and will be moved there.
13. Floor Mats: Specific instruction is given requiring entrants to remove all floor mats in order for the interior judge to examine the carpeting itself.
14. Judging of small compartments: The interiors of covered compartments shall remain closed and will not be judged. The interiors of uncovered compartments, "cubbies" and under-dash shelves are subject to judging.
15. Champion Division optional tools: If tools were optional for a given model Jaguar, they need not be displayed; however, if they are displayed, they will be subject to judging.

Well, not to belabor the point I think it could make a difference. If c16 no longer exists the question comes down to does one show in Driven, with the new allowance for non factory wheels, tires and radios, or the new class, which entails detailing the engine compartment and boot, in addition to everything else. I personally perceive the new division as having even less stature than Driven so, given the choice between the new proposed modified class and Driven I would probably opt for driven or possibly even display.
Anyway, this is all academic until the changes are voted on and approved.

I don't know... I received an email from one of their officers ealier this months annoucing their concours on march 20th. I minded him that he should post it on the calendar which will send in the sanction request to Lynn but haven't seen anything.
they are holding it along with a Brit show on March 20th, a week after the AGM. I don't think it should be a problem to make these MUCH NEEDED changes effective 2004 as long as they receive the ameded rule before. It doesn't affect how members will prepare anyway...

"Even thought I'm more of a "purist", I think the change allowing non-factory wheels and radios in the Driven Division is a very good change as it will encourage greater participation in the driven classes.

Questions:
1) What is the definition of 'limited production' for the special classes?
2) Does the exception for wheels for the driven classes allow you to use wheels from a later (or earlier) model year car of the same type?
3) Does use of 18" diameter tires (when the class largest size is 16", for example) qualify for a modified class deduction since the tires cannot be fitted to original wheels (as opposed to just a change in profile or width)?

first Concours of the year is North FL mid april, a month after the AGM. I thought New Orleans ahd theirs earlier but I don't see it on the claendar this year
makes sense to start this in 2004, why wait a year

JCRC will recommend that the changes be effective for the 2004 season unless there are extenuating circumstances
such as 2004 concours having already occurred or occurring too soon after the March AGM to accommodate them.

I am very happy to see the Series III XJ6's in their own class (new Class 11) in the Championship Division.
I also think that it is a very good idea to break the XJ40's and the X300's away from the X308's and the X350's in Driven and Championship.
Even thought I'm more of a "purist", I think the change allowing non-factory wheels and radios in the Driven Division is a very good change as it will encourage greater participation in the driven classes.

C16 still exists, it's called S3 ... only difference is that you can't use tire / radio deduct to qualify... odds are it's unlikely to be a problem at a single event... (fwiw, New Orleans dind't have any C16 in the past 2 years...)
someone who was gong to show in C16 woudl have his engine bay detiled anyway, so he's good in S3. and if goes Driven... then no problem.
