I am suspicious that the system is low on Freon. I have an original AC system. I have no idea where to get Freon anymore.
Can I convert to a newer AC system that can still be serviced with the new AC fluid/gas that is legal?
If so are there kits or conversion instructions available?

Yes, you can convert it easily. Any system made for R-12 can be converted to R-134a. But converting it won't fix the leak. Find out what is leaking, replace it, then change it over to 134a. Also if this is an original system. When converting it, I would change the receiver drier.
Dennis AC work with out first putting a set of gauges on the system is like telling the future from tea leaves. First see if you in fact have a low charge and then record the pressures (high and low) as the system operates while noting the temperature of the air and the relative humidity. That will tell you where your charge is or if you have another system issue. Converting to 134 is not advisable--there are a lot of folks that have done it and have no issues but there are just as many that have had system failure due to the higher pressures 134 operates at. Just fix your system--evacuate it after replacing the filter/dryer and fill with a R 12 substitute such as "Freeze 12 or RB276. DO NOT REPLACE WITH A FLAMABLE SUBSTITUTE! Propane is a great ref. gas but has some serious safety issues for an example! Good luck.
